Letter to US Secretary of State Hillary Clinton calling for concrete benchmarks at upcoming Tokyo Conference

Signatories are calling on Secretary Clinton to commit to concrete benchmarks and safeguards for an emerging extractives industry in Afghanistan at the Conference; and guard against the resource curse taking root in an already volatile context.
